Dr. Penny Brown Reynolds
Acting Assistant Secretary for Civil Rights/U.S. Department of Agriculture

Dr. Penny Brown Reynolds is one of the nation’s preeminent civil rights scholars, bringing 30 years of transformative leadership experience in civil rights, law, executive management, and  higher education. As acting assistant secretary, Dr. Brown Reynolds provides oversight and strategic implementation of the agency’s civil rights policy initiatives while concurrently serving as USDA’s Chief EEO Officer for its 100,000 plus employees. Before her appointment, Dr. Brown Reynolds was the first African American in Georgia history to serve as the governor’s executive counsel. For nearly a decade, she was a trial court judge in Atlanta’s Fulton County and also  served as a Georgia State assistant attorney general and assistant district attorney. She is the author of numerous books and articles and has lectured nationwide.
