Troy Clair is the Head of Public Engagement at Instacart where he leads the Policy & Government Affairs department’s strategic partnerships, grassroots mobilization, and advocacy campaign teams. Troy joined Instacart from Amazon, where he served as Head of Strategic Public Policy Partnerships, and Senior Policy Manager, building relationships with national social justice organizations and serving as the primary liaison to the U.S. House leadership in Congress. Prior to this role, Troy served a decade on Capitol Hill, most recently as Chief of Staff to Congressman G. K. Butterfield (NC), and previously as Deputy Outreach Director for House Majority Leader Steny Hoyer (MD). While serving as chief, Troy was the staff co-lead of the Congressional Black Caucus TECH 2025 diversity initiative.

Troy has also served in the Executive Branch, where he was appointed Senior Advisor to the Assistant Treasury Secretary for Financial Stability by President Obama. Troy has held leadership roles at political action committees, and on presidential campaigns including serving as North Carolina State Director for Hillary Clinton’s 2016 campaign. A Brooklyn, New York native, Troy graduated cum laude from Duke University.
